1.  MARINERS ARE REMINDED that vessel movements may occur with limited under keel clearance and in order to navigate safely requires the vessel to remain in the channel.

2.  No vessel, whether under sail or power, which is not confined to a channel by reason of its draft, shall obstruct another vessel, itself under sail or power that is confined to the channel.

3.  If doubt exists as to whether or not a vessel is constrained by draft then it must be assumed that she is and action taken accordingly.

4.  Large vessels often have restricted visibility and this must be taken into account when timing the taking of corrective action.
